What each of these forms is actually for

Form W-4 tells your employer how much federal tax to withhold from your paycheck — you fill this out when you start a job, and can update it any time your situation changes. Form W-9 is used in the opposite direction: a business asks a contractor or freelancer to fill one out, to collect the tax ID needed to report payments at year-end. Form I-9 is a federal employment eligibility form every new hire in the US completes, verifying identity and authorization to work. None of these get mailed to the IRS by the person filling them out — they're kept on file by the employer or business.
